December 19, 2022, Stafford, VA – Earlier today, longtime Stafford County Treasurer Laura Rudy promoted Heather Mitchell to serve as Chief Deputy Treasurer, Officer of Operations for the Stafford County Treasurer’s Office. Following the promotion ceremony, Treasurer Rudy announced that she would not be seeking another term as Treasurer and announced her unwavering support of Heather Mitchell for the position.

“Heather has my full endorsement and complete trust to lead this office and serve the taxpayers of Stafford County,” Laura Rudy, Stafford Treasurer said. “I am very proud of the accomplishments and record of my tenure and I know Heather will excel in this position.”

Following the statement from the Treasurer, Heather Mitchell said, “I am excited to officially announce my candidacy for the office of Stafford County Treasurer to succeed the honorable Laura Rudy who is retiring after 16 years of dedicated service to our community. I am incredibly grateful to Laura, who has been an excellent mentor and afforded me this opportunity.”

Heather continued, “It is my intent as Treasurer to build upon the legacy that Laura has achieved over the past 16 years. I will utilize the knowledge gained as an agent of this office to ensure effective collection and investment of all revenue while providing courteous and convenient service to the taxpaying public.”

Laura added, “Heather embodies the qualities to lead the Treasurer’s Office and serve the citizens in our community. I am extremely confident in her abilities and leadership.” “Over the upcoming year, I look forward to speaking with the community and hearing your opinions and views as to how this office can further support the needs of Stafford County,” Heather said. “I would like to thank my family, friends and community for their encouragement. It will be my honor and privilege to serve as Stafford County Treasurer.”

In addition to completing her accounting certification through Radford University, Heather has satisfied the Treasurer Association of Virginia’s course requirements for a Master Governmental Deputy Treasurer certification and is finalizing her certification for the Virginia Government Finance Officers Association.

Heather joined the Stafford County Treasurer’s Office in 2021 as a Delinquent Revenue Agent II. She was appointed by Stafford Treasurer Laura Rudy and sworn in by Clerk of Court Kathy Sterne on December 19, 2022, to become Chief Deputy Treasurer, Officer of Operations.
